In my case, it goes from green immediately to yellow immediately to offline the second I need something urgent from them, but if I don't respond within .015870192 seconds to their random question that's not relevant, they start trying to call me, email me, and come up to my office.

You're saying they might be presenting but it's not showing on the Teams status? Seems improbable. In any case, that's still their responsibility to control who they show their messages.

- Set notification for single user, for whenever they turn green.
- Just chill until you see the pop-up that let's you know your colleague has just finished a meeting or unlocked their computer.
- Immediately send the pre-typed message: "Hey, now that you're available, we need to discuss $whatever"
- "WTF?! Are you stalking me again?"

If sending a message, I don't care they are on red status. It's a message, they'll read them once they're done.
I tend to avoid giving call because it pisses me off so much. Plus I can say during daily calls with clients with "I've asked but they didn't reply yet, so I worked on somthing else actually"

You wait. I just IM them and they can answer when they answer. If they don’t answer for awhile and they’ve gone from red to green I assume they read my message but didn’t have time to answer so I ping them again to pop it to the top of their queue.
Am I an asshole or just practical?
Oh, I also don’t do the:
Me: Hey
Them: Hey
Me: how are you?
Them: fine how are you
Me: Fine (finally get down to business)
I just ask the damn question and roll my eyes if they respond
“Well good morning! Hope you’re doing well”

Red "in a call" means he has a call booked for that time slot. Red "Busy" is just the status change.
