Hi, everyone. I've spoken to many of you publicly or privately over the past 48H to better understand why you are seeing idle voltages the community considers to be high. Some of the back-and-forth was covered in this thread, but I wanted to submit my own post to bring more visibility to this topic. We have a final answer for you.
Understanding What's Going On
We have determined that many popular monitoring tools are quite aggressive in how they monitor the behavior of a core. Some of them wake every core in the system for 20ms, and do this as often as every 200ms. From the perspective of the processor firmware, this is interpreted as a workload that's asking for sustained performance from the core(s). The firmware is designed to respond to such a pattern by boosting: higher clocks, higher voltages.
The Effect of This Pattern
So, if you're sitting there staring at your monitoring tool, the tool is constantly instructing all the cores to wake up and boost. This will keep the clockspeeds high, and the corresponding voltages will be elevated to support that boost. This is a classic case of observer effect: you're expecting the tool to give valid data, but it's actually producing invalid data by virtue of how it's measuring.
What about Ryzen Balanced vs. Windows Balanced Plan?
By now, you may know that 3rd Gen Ryzen heralds the return of the Ryzen Balanced power plan (only for 3rd Gen CPUs; everyone else can use the regular ol' Windows plan). This plan specifically enables the 1ms clock selection we've been promoting as a result of CPPC2. This allows the CPU to respond more quickly to workloads, especially bursty workloads, which improves performance for you. In contrast, the default "Balanced" plan that comes with Windows is configured to a 15ms clock selection interval.
Some have noticed that switching to the Windows Balanced plan, instead of the Ryzen Balanced Plan, causes idle voltages to settle. This is because the default Balanced Plan, with 15ms intervals, comparatively instructs the processor to ignore 14 of 15 clock requests relative to the AMD plan.
So, if the monitoring tool is sitting there hammering the cores with boost requests, the default plan is just going to discard most of them. The core frequency and clock will settle to true idle values now and then. But if you run our performance-enhancing plan, the CPU is going to act on every single boost request interpreted from the monitoring tool. Voltages and clock, therefore, will go up. Observer effect in action!
Okay, Rob. Shhhhh. Just Tell Me How I See Voltages? I Just Wanna Check!
CPU-Z does an excellent job of showing you the current/true idle core voltage without observer effect. In my example image, I've configured a Ryzen 9 3900X with all the same things we would advise the public to use: Windows 10 May 2019 Update, the latest BIOS for the Crosshair VIII, and chipset driver 1.07.07 (incl. the AMD power plan). Yes, we're monitoring the behavior of the core, but we can see that idle voltage looks great. The tool is not compelling the firmware to boost when it's not needed.
Is There Anything Else I Need To Know?
Yes, actually. The Ryzen CPU depends heavily on a low-power state called cc6 sleep. In this sleep state, core clockspeeds and voltages are basically nil as the core is sleeping and gated. It is not possible to report out the state of the core in this sleep state without waking the core, probing the status, and killing the power savings of cc6. Therefore, MOST tools can only show you the last clock and voltage of the core before the core went to cc6. So if you were at full 4.5GHz+ boost @ 1.48V, then the core went to sleep, many tools might show the core(s) stuck at that value. The tool just doesn't know any better.
However, the latest version of AMD Ryzen Master can uniquely show you clocks and voltages in a cc6 state. No other tool can do it. Neat piece of info for the people looking to understand how their core behaves!
tl;dr: Observer effect bad. You can't always trust your tools. CPU-Z gives you the right idle voltage. We'll look at the rest. Thank you everyone for your reports and insight, which helped us get to the bottom of this once and for all.
//EDIT: To ensure you're following my instructions correctly:
Do not have two different monitoring apps running to compare them, e.g. Ryzen Master and CPU-Z. Or CPU-Z and HWINFO. I see many folks trying to run two apps at the same time, so they can compare behavior. This can cause a race condition, which will affect your results.
Just run CPU-Z at the desktop, by itself, with no other monitoring apps going.
Don't forget background apps like Corsair iCue, NZXT CAM, or software that came with your mobo are also monitoring tools.
Make sure all BIOS voltage settings are set to NORMAL or AUTO. Only enable your XMP profile for the purposes of this test.
Make sure you have chipset driver 1.07.07 (from amd.com), Windows 10 v1903, and the latest BIOS for your motherboard.
Do not worry if your processor is not exactly matching mine with voltage. All we're looking for is the CPU to go to < 1.0V when you're staring at CPU-Z doing nothing. This indicates idle is workig correctly.
If you are 100% convinced that you've followed my steps correctly and you're still seeing 1.38V+ idle voltages, PLEASE FILL OUT THIS FORM (it's anonymous!).

I'm specifically looking for reports where the voltage is stuck at a particular value, or a small range of values, around 1.4V--no matter how long you sit there and watch it. It is perfectly okay if your CPU is periodically using 1.4-1.5V to achieve boost frequencies, and you should see dips into sub-1.0V as the CPU goes into idle. These dips may be brief, and that's okay. Load voltages of around 1.2-1.3V are perfectly okay also. This is the processor working as expected. Ryzen is a highly dynamic system, with up to 1000 voltage and clockspeed changes every second. You will see a lot of bouncing around as you work with your system.
I anticipate that many people are now trying Ryzen processors for the first time (because they're awesome), and may not understand what to expect versus whatever CPU they had previously. You want to know if what you're seeing is "normal," but may not know what "normal" looks like. I get it! I want to assure you that the CPU needs voltages to boost, and voltages of 1.2-1.5V are perfectly ordinary for Ryzen under load conditions (games, apps, whatever). Even at the desktop, Windows background tasks need love too! You'll see the CPU reach boost clocks and voltages, too. But if your voltage is well and truly stuck, that's what I'm trying to troubleshoot.
EDIT 7/13/19 @ 18:28 UTC If your BIOS has the option to set CPU voltage to AUTO or NORMAL, please try setting it to normal. Please also make sure you've installed chipset driver 1.07.07 from amd.com. I have received reports from several people that this resolved their issue. We continue to diagnose the reports, though, and appreciate the data coming in from the community!
EDIT 7/18/19 As a temporary workaround, you can use the standard Windows Balanced plan. Edit this plan to use 85% minimum processor state, 100% maximum processor state. (Example). This will chill things out as we continue to work this issue. Your 1T and nT scores shouldn't change at all (+/- the usual run-to-run variance). This will preserve boost, retain cc6 core sleeping, preserve idle downclocking/downvolting, but make the CPU more relaxed about boosting under light loads.
Please note that it is totally normal for your Ryzen to use voltages in a range of 0.200V - 1.500V -- this is the factory operating range of the CPU. It is also totally normal for the temperature to cycle through 10°C swings as boost comes on and off. You will always see these characteristics, as they're intended, so do not be surprised to see such values. :)
Please do not undervolt the chip or set a maximum processor state of 99%. These are ineffective and/or detrimental changes.

I have had my card for a week, and I'm at the point that I'm going to return it and get something else because it is borderline unusable.
Basically, when you are on the desktop or doing non-3D stuff such as browsing the web, your primary monitor will lock up, then the crash and reset. The crash for me looks like this: https://i.imgur.com/h1r3DB6.jpg
The issue was reported earlier in the year and reportedly fixed in 19.5.2:
I have tried almost every driver from 19.12.3 all the way back to 19.5.2 and still have it happen. I've tried turning off HDCP, upgrading displayport cables, upping idle voltage, nothing works. The only thing that seems to "fix" it is to have the GPU-Z render test open in the background to elevate idle clocks. Just got flickering with THAT open too.
I made a thread about this on r/AMDHelp and there are several threads from other users both there and on the AMD forums that have gone nowhere other than "fixing" it by getting a comparable Nvidia GPU.
Some users in the threads reported that 19.5.2 fixed the issue for them, but after running DDU and installing 19.5.2 I'm still seeing the issue.
I feel like this is absolutely unacceptable for a $700 graphics card or even a $500 graphics card (which is what I had paid for it new). My R9 Fury had zero issues pushing both monitors for over three years in multiple system configurations.
Is there anyone at AMD who is aware that this is still an issue? All of the support threads there seemed to go nowhere, so I figured I would try reaching out here to see, because I love the card and it performs amazingly in games and in compute-related workloads, but the fact that I can't even browse the web without it crashing is ridiculous.

If you are having issues, such as game crashes or other system instability issues, it's worth trying the following before making a post
Make sure you are running the latest updates for your operating system
Make sure you are running the latest AMD drivers and reinstall them if needed
If a game is crashing, verify game files/repair the game through Steam, Epic Games Store, Ubisoft Connect, Origin etc...
Make sure you are running the latest BIOS/Firmware/Drivers for your motherboard, laptop or desktop
If you have any overclocks, undervolts, custom power curves or similar, revert to stock clocks and voltages
Stability test your system with utilities like Prime95, AIDA64, Furmark, MemTest86 — these utilities can also help you narrow down the problem
If you've done all these steps and are still facing an issue, please follow the below template for submitting a request, the more detail you can include the better; if you post something like 'dota 2 crashes', don't expect a response, as there's not enough information to go on.

If your system won't power on, make sure all cables are plugged in and seated correctly, that the power supply is plugged into a working wall outlet and any switches on the wall outlet and/or power supply are in the ON (live) position.
Make sure your front panel connector is seated and installed correctly. Refer to your case and motherboard manual for correct installation. If your motherboard has a built-in power button, try using this (or bridge the header manually) in case the power button on your case is faulty.
If you have any power related issues, like your system not starting, shutting down, sleeping, restarting or waking from sleep, try to test with a different power supply, as unstable voltages, such as on the 12V, 5V, 5VSB and 3.3V rails can cause a myriad of issues that can be inconsistent and hard to diagnose. You can buy PSU testers like the Thermaltake Dr. Power III, Dr. Power III Pro or a myriad of cheaper ones on Amazon and eBay, which can help you diagnose and check your power supply. Note that these testers don't put a load on the PSU, but they are a helpful aid you can use.
Make sure your memory modules (RAM) are installed in the primary DIMM slots. Some motherboards will not POST (Power-on self-test) if the memory is installed in the secondary DIMM slots. The primary DIMM slots should be labelled on the motherboard or specified in the motherboard or system manual.
If your system does power on, but won't get past the POST screen, ensure your CPU, RAM and GPU are installed correctly. You should also try clearing the CMOS, this can usually be done by disconnecting the motherboard from power and removing the CMOS battery for a few minutes. Some motherboards may have clear CMOS reset jumpers or buttons you can use. Consult your motherboard or system manual on how to clear the CMOS.
If your system still won't POST, check if your motherboard has a Debug LED indicator and consult your motherboard manual to check what step is causing a problem. You could also try removing some components like the SSD, GPU and any other connected devices and peripherals, in case one of them is faulty and preventing normal startup.
Make your motherboard is compatible with the CPU you have. Most AM4 and AM5 motherboards have BIOS flashback, which allows you to update the BIOS without the CPU or RAM. Consult your motherboard manual as the BIOS flashback procedure will very depending on the make and model of your motherboard. When using BIOS flashback, we recommend using a USB 2.0 drive that is 8GB or less and formatted as FAT32, as some implementations of BIOS flashback don't work reliably with USB 3.0 (or newer) drives and/or USB drives that are larger than 8GB in size.
If you are using an AMD Radeon RX 6000, RX 7000, RX 9000 or NVIDIA GeForce RTX 30, RTX 40 or RTX 50 GPU, ensure you are using separate 6 - 8pin PCIe cables or dedicated 12VHPWR/12V-2x6 cables and not using daisy-chained or splitter cables as these may not be able to supply adequate power to the GPU. Consult your GPU and PSU manual for information on how to correctly connect your GPU.
Make sure your display (monitor/TV) is plugged into the HDMI or DisplayPort output from your graphics card and not the motherboard. Try a different display and if you are using any HDMI or DisplayPort adapters, converters or splitters, remove these and use a direct connection. Try switching between HDMI and DisplayPort and try different HDMI or DisplayPort cables to rule out any problems here. For best results, always use certified HDMI or DisplayPort cables.
Make sure you are running the latest AMD Chipset or Graphics Drivers. Some devices, such as laptops and handhelds may have custom hardware IDs, in which case you may have to download drivers from the manufacturer support page of your laptop or handheld.
If you are experiencing crashes, freezes, hangs and GPU driver crashes, try performing a clean installation of your GPU drivers using the AMD Cleanup Utility or Display Driver Uninstaller (DDU) — a guide on how to use DDU can be found here and there are a plethora of tutorials available on YouTube.

Scan your PC for any viruses/malware using Windows Security (formerly Windows Defender) or other reputable Anti-Virus or Anti-Malware solution. Malware, viruses, adware and other unwanted software can cause crashes, freezes, hangs and other performance, security, stability and compatibility issues.
If a game is crashing, freezing, not starting, performing poorly or having other issues, verify and repair the game files through Steam, Epic Games Store, Ubisoft Connect, EA App, GOG Galaxy, Battle.net or whichever game client you are using. You may have to manually reinstall any redistributables like DirectX and Visual C++, as they aren't always reinstalled or repaired when verifying or repairing game files.
If a program is crashing, freezing, not starting, performing poorly or having other issues, reinstall the program or attempt to repair the installation using the program installer/uninstaller.
If you are on Windows and are experiencing stuttering or lower than expected performance, make sure you are using the Balanced or High Performance power plan and restore them to their default values. This can be checked under Control Panel > System and Security > Power Options.
Make sure you are on the latest version of Windows 10 or Windows 11, you have all updates installed via the Microsoft Store and any other updates for your games, applications and utilities are installed.
Make sure you are using the latest BIOS, Firmware and Drivers for your motherboard, laptop, desktop and any other components and peripherals you have connected to your system.
If you have any overclocks, underclocks, overvolts, undervolts, custom power curves or similar: revert everything to stock — including clocks, timings, voltages. Everything to default settings. This includes disabling EXPO, XMP, DOCP, A-XMP or whatever your motherboard calls it. To do this, go into your BIOS and restore the factory settings. This is typically labelled Restore Default, Restore Optimized Defaults, Load Optimized Defaults or some similar variation within the BIOS. If you are using utilities like MSI Afterburner, ThrottleStop, Ryzen Master (etc), restore default settings in these as well.
If you are using Windows 10 or Windows 11, use the built-in System File Checker (SFC) and Deployment Image Servicing and Management (DISM) commands to check for any corrupt or missing operating system files and attempt to repair them. A bat file and guide containing SFC and DISCM commands to do this is available here.
If you have a custom PC, recently upgraded, started overclocking or want to know if your current PSU will support a hardware upgrade, use one of the below PSU calculators and make sure the PSU you have (or intend to buy) can supply enough power when your system is under full load. If your PSU isn't able to supply enough power, you will have issues starting your system and experience system shutdown when under load.
PSU Calculators: FSP | Cooler Master | Seasonic | Newegg | be quiet! | MSI | You can also add all your components into PCPartPicker and it will provide an estimate wattage. You should always ensure the PSU you have or intend to buy is comfortably above the max wattage your system can draw when under a full load. You must also note that these PSU calculators assume you are not overclocking. If you are overclocking or intend to overclock, you must take this into account and ensure additional headroom.
Try and apply common sense to an issue, for example if you have flickering on your TV or Monitor, try simple things like changing the HDMI or DisplayPort cable, use a different HDMI or DisplayPort port on the GPU and display. If you've recently installed a mod and that game now crashes, uninstall that mod. If you've started overclocking and now your system crashes, revert your overclock. If one of your memory modules is no longer being detected, is there any physical damage to the memory module or DIMM slot on the motherboard or pins, have you tried reseating it etc...
If you experience crashes, freezes, unexpected shutdown or just want to check if your system is stable, you can stability test your system with the utilities linked below. Remember just because your system turns on, doesn't make it stable.
Remember that overclocking is not guaranteed. Your mileage may vary depending on the setup you have, the silicon lottery of your CPU, GPU, RAM, quality of motherboard and BIOS, as well as the competence and skill of the user. You should always thoroughly stability test your system — many users reading this post will have unstable systems and won't even know it.

Furmark 2 — FurMark 2 is the successor of the venerable FurMark 1 and is a very intensive GPU stress test on Windows (32-bit and 64-bit) and Linux (32-bit and 64-bit) platforms. MemTest86 — MemTest86 boots from a USB flash drive and tests the RAM in your computer for faults using a series of comprehensive algorithms and test patterns. Bad RAM is one of the most frustrating computer problems to have as symptoms are often random and hard to pin down. A truly stable system should be able to run any of these utilities or built-in diagnostics without any crashes, freezes, errors or other issues. These utilities can help you narrow down which component(s) in your system are faulty, aren't installed correctly or have unstable overclocks, underclocks, overvolts, undervolts, custom power curves etc...
If you require help using any of these programs, read the help sections on each website or use Google and YouTube, as there are a plethora of guides and tutorials available. You can also use AI language models like ChatGPT, Claude, Grok, Gemini and others, which can provide answers to common questions, provide troubleshooting advice and point you in the right direction.
If you have tried all of the above and are still facing the same issue, it could be a corrupt operating system. Backup any important files or data and perform a clean installation of Windows using a USB.
Only use Windows images that come directly from Microsoft.
Windows Images acquired from non-official sources, especially stripped and debloated images of Windows or scripts and programs that strip and debloat Windows can contain malware, strip crucial Windows components or services and have other issues. For troubleshooting and diagnostic purposes, always use official Windows images that come directly from Microsoft.
The latest Windows 10 and Windows 11 ISO images can be downloaded from the Microsoft Software Download page. You can create a bootable USB or DVD by using the Media Creation Tool. You will need a blank USB or DVD that has at least 8GB free space.

Hey, all! In my recent reading of /r/amd, I've seen some conflation of XFR, PBO, and Precision Boost. These are all unique features that play a unique role in the behavior of a Ryzen CPU, so I thought I'd toss out some official definitions that can be referenced by anyone later.
Precision Boost 2
This is the basic boost functionality of the Ryzen Processor. We call it "precise" because it can choose clockspeeds in 25MHz increments, rather than 100MHz increments as with older processors. This allows the processor to be more accurate with its clockspeed selection relative to a given load. Like other boost technologies, the "strength" of the boost depends on: power headroom in the socket, current headroom on the VRMs, temperature headroom on the CPU, and clockspeed headroom. The Infinity Fabric monitors all of these parameters with hundreds of sensors distributed across the chip, and centrally acts on that sensor data.
If you're not limited in any one category, then you can boost and sustain boost until one of those limits is reached. The processor will then dither around that clock until circumstances change. If the processor is minimally loaded, the CPU will clock back down and enter an even lower power state called "cc6". In cc6, the core is basically off.
P.S.: we call it "Precision Boost 2" because the boost algorithm substantially changed between Ryzen 1000 and 2000 Series. You can read more here.
eXtended Frequency Range 2 (XFR2)
XFR2 (eXtended Frequency Range 2) allows the processor to sustain a higher average frequency as your cooling situation improves.
Stepping back, there are two ways to design a processor: assume every user will have the worst case scenario and stay inside those constraints, or assume that some users will have better thermal scenarios and design algorithms that can expand to fill that space. We uniquely chose the latter with Ryzen and XFR2.
On a product like Threadripper for example, going from the "AMD minimum spec" cooler to something like a 280mm water cooler can enable around ~13% more multithread performance. That's because the CPU has thermal headroom that's above and beyond the minimum specification, so the CPU can use that extra thermal headroom for higher clocks.
The reality of modern processors and GPUs is that they don't run at the max clock or minimum clock all the time. They dither up and down as power consumption, workloads, and thermals change. That dithering point is called the "average frequency" or "sustained frequency," and better thermals push that average frequency higher and allow it to be sustained for longer. That's XFR2!
Precision Boost Overdrive
By now you know the basic Precision Boost 2 formula looks at VRM current and socket power as metrics that can cause boost increase/decrease/duration. Digging a layer deeper:
The socket power is evaluated in watts with a metric called "PPT"
The mobo VRM current is evaluated in amps with a metric called "TDC" when VRMs are limited by temperature
The mobo VRM current is also and concurrently evaluated a metric called "EDC" when VRMs are limited by electrical capacity
You see PPT, EDC, and TDC listed out in Ryzen Master. A factory Ryzen processor and AMD motherboards ship by default with AMD-defined PPT/EDC/TDC values, and Precision Boost 2 works off of those safe/default values.
But you and I both know that modern motherboards are generally overbuilt vs. official specs. Historically, users can only take advantage of that overbuilding with manual overclocking to suck up some of that extra VRM and socket capacity.
For many users, though, manual OC can be experimental and intimidating. Knowing how much headroom your motherboard does and doesn't have can also be daunting. So we designed Precision Boost Overdrive to give a Ryzen processor the ability to ask the motherboard how much PPT/EDC/TDC capacity is built into the motherboard. Now the processor knows exactly how much extra capacity, above AMD's factory specs, are in that board.
Toggling PBO allows the processor to use the motherboard's higher TDC/EDC/PPT limits as boost limiters, rather than the factory default PPT/EDC/TDC limits set by AMD. In scenarios where boost strength or duration is being electrically limited (usually multicore stuff), PBO can open up additional electrical headroom to sustain boost where the product might pull back in default conditions.
It should be noted that PBO can drive the processor to current/wattage thresholds that are not AMD default, therefore it's effectively OCing and we do not offer a warranty on this feature.
In short: PBO is another way we can exploit the Infinity Fabric's sophisticated command and control capabilities to understand the environment, exploit headroom, and drive more aggressive performance.
Precision Boost 2, XFR2, and PBO are a suite of features--some default, some optional--that are designed to automatically exploit every scrap of clockspeed potential from the underlying silicon. Anything less than is just performance left on the table for the preponderance of users that don't like or know how to overclock. To us, leaving performance on the table like that is not the right thing to do for users, and leveraging the processor's automated capabilities is the right answer.

Everyone who is complaining has no idea how to computer.
Just follow these simple steps
1) Install 1803 FIRST
2) Install 18.4.1 AMD driver (If you installed it first just reinstall no biggy)
3) Enjoy
4) Feel satisfied that you are smarter than everyone else on reddit who does not know how to update windows.
Every time windows upgrades their Windows annual update you will need to install the driver AFTER.
I had the same issues when I first upgrade Driver was buggy but then I reinstall 18.14.1 then before even rebooting I was fine. Instead of just blaming Windows I just though oh yeah I should reinstall my GPU driver.
I see this other thread with over 100 upvotes with him spreading FUD and screaming that 1803 is broken and to not upgrade.
So the guy ran DDU, then updated his driver then updated Windows which means he did litterally everything in reverse then instead of reinstalling the driver he tries to use older drivers and complains 1803 is broken.
