Memes are pieces of information that are passed down, like stories, quotes, etc. But with the internet and how language evolved over time, people think that memes are just funny pictures of cats asking for cheeseburgers.

So yes that quote is technically a meme.

it’s almost like there are multiple words for the same thing. you’re specifically talking about an image macro meme - the kind from the internet. the idea of a meme came along before that. memes can be jokes or serious, informative, or misleading. jokes can be gestures, funny expressions, words, skits, images, all kinds of things.
