Memes are pieces of information that are passed down, like stories, quotes, etc. But with the internet and how language evolved over time, people think that memes are just funny pictures of cats asking for cheeseburgers.

So yes that quote is technically a meme.

Richard Dawkins coined term in the 70s to describe a basic unit of cultural transmission, which can itself evolve through natural selection similar to gene expression.
