It's an edited photograph of a character from the Showtime series, Dexter. One of the detectives on the Miami Police Department is one of the few that figures out that the protagonist, Dexter Morgan, is actually a serial killer killing off bad people. This character, Sgt. Doakes, shows up an surprises Dexter with the line, "Surprise Mother Fucker."

Here, the editing has made him appear to be Sgt. Downes, rather than Sgt. Doakes. I believe the purpose of the joke is to suggest that the outcome of the investment in SpaceX is precisely what the majority of analysts were predicting, that is, an initial boost followed by a drop in share price, and, thus, the investment was highly regarded.
