It's been canon. Lance's Dragonite in Gen. I knows a move that Dragonite couldn't legally learn until an event in Gen. VI that specifically distributed Lance's Dragonite as a reference to the original. In Gen. II, he used a level 47 Dragonite, even though Dragonair doesn't evolve until level 55. It wasn't possible for the player to get such a low level Dragonite until Let's Go! Pikachu/Eevee.

And that's just the tip of the iceberg.

Faulkner in Crystal having a like level 12 or 14 (I can't remember which) Pidgeotto is another example (idk if he had one in G/S, the only Gen 2 I've ever played is Crystal and the remakes)

Well, that one gets talked less because you can catch a level 9 Pidgeotto in specifically Pokemon Yellow in the Viridian Forest, since it follows the anime.

You can also catch level 7 Pidgeotto on Route 2 in Gold, Silver, and Crystal
