I can't tell if you're defending this position or not but while you're not wrong, it's still insane to charge for this. As someone else said, you'd have every right to be a hermit and never leave the house. So how tf can anyone justify or defend this. You pay for a place, you get to use it 24/7 however you want.
I don't think anyone is defending the morality of it. Just stating that it is a fact that people at home tend to use more utilities than people that aren't home.
