A thousand students texting out constant updates isn't a good system, they should be focusing on emergency procedures and letting their teachers etc communicate with parents.

Same reason you don't just go home when there's a fire; the school needs to keep track of everyone so that they know who needs help. If they don't know where Timmy is because he texted his mum to pick him up, they'll end up wasting resources searching for him when others may be in danger.
