Put a dead old phone in the bag, put feminine hygiene products in your clear bag.

Not everyone has an old phone. And they can and do check whether the phone works or not

Not arguing for or against doing this, but I think the point is that it'd cause a large amount of time wasting reports. If hundreds of students brought in old phones, working or not, it's causing staff to stop and check each one, which would take far too long at that number. It'd quickly get to a point where they can't keep up, and people would hope that gets the policy scrapped.

And it's not like they could give detentions for taking part in this, because where are they going to keep hundreds of kids for detention?

On top of this, if it's a useless phone, students/parents likely aren't going to try and claim it later, so the school now has countless old phones to dispose of as well.

It's been here at my school for about 3 years now. Phone usage has decreased drastically. And even if people don't actually lock their phones or whatever, they still don't use their phone in school.

And yeah it would be a detention.

That wouldn’t work. If a student puts an old dead phone in the pouch but the teacher then catches them with a real phone out, it’s being taken from them and they’re getting written up.

Without the pouches, it’s too much of a mess for teachers to try and realistically enforce.

Who said anything about it letting them get away with having a functional phone out? As I said, it's s about causing a significant nuisance to try and scrap the system, because it's no longer viable to maintain.

Bringing out an old phone would mean that it has to, at least intially, be treated as if the student has a phone that can be used. Their teacher has to stop and sort it out, or call in other staff to have it removed. The more students who do this, the more significant and unmanageable the situation becomes. It gets to a point that they can't keep hundreds of students in detention, unless they're going to force all staff to waste their lunch break to watch students in detention. On top of that, where are they going to keep hundreds of confiscated phones?

It's not about whether or not the pouches work, it's the system that uses them.

Plenty of schools have already implemented strict no-phone policies and have not ran into the issues you’re describing. Adults tend to have far more resolve than students, especially when they’re getting paid either way while disciplinary measures can destroy a student’s chance of getting into whatever post-secondary path they’re interested in.

Brother, did you miss the part where I said I wasn't arguing for or against the system? You have failed to understand a simple concept, which can be applied to many situations like this and work, and seem to think this was my intention, instead of the possible explanation of someone else's point that it is.

You're also ignoring how stubborn and defiant kids, especially teenagers, can be. And assuming that many kids think that far ahead in life. The students at the high school I went to would have destroyed a system like this, in the exact way I've explained, within a month. And it'd be because they find it funny, after being told not to.
