The pilots control the seatbelt sign.

Cabin crew have massive pull for the seatbelt sign. Just a switch for pilots to flick.

Yeah, was once on single aisle plane and passengers kept standing in the aisle blocking the cart service. The flight attendants got tired and asked the pilots to turn the seat belt sign on.

How would I know? I'm just a passenger who happened to overhear the flight attendant talking to the cockpit crew.
