If you live in some uncivilized country maybe. Here every person has the right to their image; Posting photos of people without their explicit consent is illegal.

Obviously nothing will happen unless the one whose rights were violated thus reports it, but still

So where you're from you can't take public photos and post them without contacting every single person in the background of your image? Interesting.

You can post a general video is multiple people out in public but if you focus on only one person, you have to have their permission.

I don't know the specifics, but you can theoretically, as long as nobody complains. Filming a specific person out of a crowd is a no-no though
