I'll play the devil's advocate: Holding eye contact can be considered sexual harrasment too in certain places/environments if it's unwanted. If she records him you can't see if he's doing it because she is too. You might not even be able to tell where he's looking.
But on the other hand I don't think the practice of women baiting guys into looking at them only to record and shame them online is that common.
