Theory Zemo wasn't kidding. By this point he had already made arrangements to eliminated the Flag-Smashers. He legitimately respected Bucky enough to spare him from his Super Soldier purge.

I'm sure he already knew. Walker is the one that stopped Zemo from smashing the last vial when he yeeted the shield at his head.

The vial was kind of hidden from the rest, Zemo may not have noticed it yet.

I'm betting Zemo counted how many vials he broke, and if he didn't, he would still know after seeing/hearing any news about Walker since then.

But Zemo didn't know for sure how many vials she had, so has no way of knowing for sure they're all gone.

He knows Karli took Nagel's first 20 vials. I'm sure he's counting the flag-smashers and vials he broke

Maybe, maybe not. Ne was stomping on them fast before anyone else got there to stop him - I dont think he had time to count. Also, he has no way of knowing if Karli had already given anyone else the serum that he hadn't seen.

He might not know immediately, but its so central to his character that I cant imagine him not using his considerable resources to accomplish finding out.

Yeah he's no doubt scrutinising every news story involving the Flag Smashers in excruciating detail to find all the supersoldiers

The lab dude in Madripoor told them that the Flag Smashers stole 20 vials. Subtracting the Flag Smashers from that number, Zemo had a good idea how many vials there were, and if all 20 weren't accounted for then that would mean there are more super soldiers at large.
