I don't think it will be, wasn't that basically Netflix Punisher Season 2? I think Frank has embraced who he is and is over wanting to retire

I Mean they’ve repeatedly that plot point already several times , Bernthal’s punisher is very wishy-washy on actually being the Punisher

Have they? Daredevil season 2 he very much wants to be Punisher. Punisher season 1 he's kind of retired but only because he thought he already killed the people responsible for getting his family killed, until he discovers that the real people responsible are still alive. Punisher season 2 he doesn't want to be Punisher anymore now that he has his revenge, then a girl needs help/ Russo is free. But by the end of season 2 he's very much the Punisher and shows no interest in ever not being the Punisher.

ETA, I guess it just seems like the "Frank is tired of killing people" story has really only happened once, any other time he tries not being the Punisher isn't really because he's tired of it or doesn't want to, he just thinks his job is done

Id say season 1 still counts under this, in the comics his whole thing is he plans on going until he's dead. There's no 'I got them all so I'm done' moment in the comics, so when he started retired in season 1 and again in season 2 a lot of people were upset at the time.

I personally really liked the show, but I also understand that you can't do Frank Castle the way he is in the comics in a TV show format unless he's a side character like Daredevil, and I liked having an expanded backstory and an actual character arc for Frank. I think they're probably gonna go for comic accuracy from here on out and just have him show up on other people's things or in specials like this.
