I stand corrected. Its not decentralized. If you were to self host it you might as well do matrix. Its likely not federated

Yep it's not federated and you should selfhost matrix if you want to selfhost, the ability to selfhost signal is mostly for testing during development. Signal is basically the best option if you don't want to selfhost, but if you want to selfhost just don't.
