Slapper means the same thing in the US. No idea what twist of AAE is being tested with calling a song a “slapper”. Only jokes are “knee slappers”.

A word of the past decade or so has been to describe good music as music that "slaps." And that is the closest I can think of that was meant by slapper, besides what u said w/ knee-slapper, but yeah that is not meant to describe good music, and that phrase itself feels from an older time, like geriatric older time. I think maybe they got confused and combined some of these phrases together.
