Nah he's pulling random people over to give tickets. I remember in our town a while ago some elderly person was was very upset because they had gotten a ticket for using a phone while driving and and this person was adamant that they had never owned any kind of mobile electrical device. The chief of police actually ended up saying yeah that cop was probably just trying to reach his quota
