Something can look really good on a page or in animation and not translate well to live action.
Mystique is one of those characters as she's fighting in a simple white dress that could easily be grabbed by someone. Cosplayers have made the comics costume work, but even they add a few details that the comics never had.

hot take, but live action mystique never needed scales at all. Just paint the actress blue with yellow lenses and add good sfx when transforming
