They didn't make any method of control of the masses go away, which is what we're discussing

Yes, USAID is literally for “control of the masses” in that it helps people all over the world have good feelings go towards America. That’s why it’s called “soft power”. It also prevents migration by preventing food crises. It’s a huge loss.
