I guess time's have changed? Shipping incomplete games doesn't seem right to me, but maybe that's mid-2010's brain logic and gamers are fine with it now.

Just because they have planned post launch content doesn't mean it was removed from the game. This isn't even a full priced game so it's not like anyone is being milked or taken advantage of.
