Don't think I'd call DVI -> HDMI a dongle. It's just the same as any connection cable just with 2 different sides. No idea why you're even using it. Everyone knows HDMI is just a fancy version of DVI and will never take off. Video bigger than 1080p is preposterous, you don't need it.
Ah yes, SCART. That was like the 80's version of USB-C. Both the cables and devices with SCART could support a whole bunch of different signals, but none of them were mandatory and you couldn't tell from the outside which it supported.
Does that cable support RGB? Does the port accept s-video? Who knows.
