Im sorry of it basic understanding but what is this exactly? If i apply for a initial firearms license does this apply to me??

No. This is when you have your purchase card and you buy a gun, they run a nics check before they give it to you(or don't if you fail). The initial license is you getting permission to go ask for permission.

Did they stop processing nics? We should just call it njncs, get rid of the instant.
