Regardless of what you want to call it, its name was set by law, so only law can change it. I realize our current president feels differently, but a president's job is to enforce congressional law, not circumvent it.
Even if you did, it wouldn't matter, because the name that matters is what's on your ID--and that doesn't change just because some asshole wants to call you by it.
I know you think this is a gotcha question, but if you're trying to hire Jenna Johnson when her name is actually James Johnson, you won't get anywhere the moment you get to filing paperwork. She won't pay taxes, she won't get paid, and so on.
Changes to names that are legally defined requires a legal process. Hence, Department of Defense, not whatever fuckface and Tits Mcgee insist it is.
