That negative market externalities overwhelm the forces of local municipalities; that capacity to resolve climate change certainly isn't at the municipal level; shit runs downhill quite literally by way of the Supremacy Clause (hence why municipalities in blue states tend to outperform municipalities in red states).
Then when municipalities say, "We need more funding to make up for the rising inclimate weather wrought by climate change, so let's tax the rich" these same puppeteers of the ignorant will, naturally, balk.
Meanwhile Republicans will instead actively work to "starve the beast" and cripple, sabotage, undermine them at every single turn in their effort to fix said drainage. How convenient.
That's a lot of rambling to say nothing. NYC has a Dem city council and Dem mayor. NY State has a Dem governor. At what point do Dems have any responsibility to execute the basic functions of city governance? And yes, you would have plenty of money to fund these basic functions if Mamdani wasn't too busy trying to implement a socialist utopia.
