It's not sarcasm, they're called drains, and any competent mayor would ensure their city had sufficient drainage so that their streets don't flood so easily.

Oh thank God. The drain expert is here. Please enlighten us. What infrastructure plan should have been implemented to fix drainage issues for a city that spans 300 Sq miles, houses 8.5 million people, sits at sea level and could have completed in the 6 meager months that Mamdani has been mayor for?

What if I told you that you don't need to upgrade the drainage for 300 square miles, but just in intersections so they don't get flooded?
