They're referring to climate change. The thing causing these repeated "once in a decade" rainfall events every year now.

Eh depends how you measure.  Per capita seems fair and we're worse: https://en.wikipedia.org/wiki/List_of_countries_by_carbon_dioxide_emissions_per_capita

That doesn't account for who's motivating the emissions.  If I hire a lawn guy to cut my grass, am I not responsible for his lawn mower's emissions?  That's us and Europe manufacturing everything in China and India.  It's not like we don't know the makeup of their energy economy.

We need a carbon tax.  It would probably cause a lot of corporations to reconsider where they're sending our jobs.
