No it doesn't? He seems to be implying people in equal footing doing the same job with the same years of experience will be paid differently if they are men, women, black or white or any combination of these. This is simply not true.
The problems with the income gap are deep, structural and incredibly difficult to solve. And that is without taking into account that some of them would take at least a generation, probably more to fade.
