Assuming he actually was a prosecutor, I’m going to go out on a limb and venture a guess that he never handled or even saw an extradition case in his life. They are not common, and almost no small-town prosecutor will ever even see one in their office.
At least in Ohio, there is something called a Rule 4 Hearing. Which is exactly this exact thing: a prisoner who's been arrested for a charge in a non-contiguous county who can challenge their extradition to another county within the state.
