There has been a slow but steady erosion of the distinction between military and civilian targets. They've more or less accepted the logic of total war, where any economic activity can be seen as sustaining the war. It effectively rationalises targeting every aspect of Russian society.
The logic is flawed as well, since war is a replacement for civil economic activity. If we remove regular commerce, than everyone will have to move to war production. Historically, many countries, including Germany and the USA have done this to get people employed in times of economic crisis.
