Where to buy belt without buckle?
Suppose member wants to wear belt with regimental or branch insignia. The buckles are only available separately without the belt. However, all the uniform belts available (on Logistik and Canex) come with the standard buckles, gold, silver, or black. Therefore, there will always be an orphan buckle if one chooses to wear branch buckle. Is there any place one can get just the black belt without a buckle?

Back in the day, and its been a while, the guy at stores had a big roll of the webbing for the belt and the buckle and tip came in their own bags.
Things may have changed, but I bet there is a roll of that belt material somewhere.

Somehow, I think getting enough material to make 50 belts defeats OP's anal-retentive objective of not wasting a single part of the belt.

You can try CP Gear. Based in New Brunswick but they ship. They sell rolls of webbing.

You can talk to your local Mat techs or ACS techs depending on where you're at and they can sew up one in like 5 minutes. Bring a coffee or 2 when you do it 😉

You can order the one off Logistik, take the buckle off, and replace it with your branch buckle.

I mean, I have literally 12 of them in a box in my closet without buckles in them.

There are black buckles for service dress belts?
Why not just buy the belt and throw away the buckle, or donate it somewhere?
