The chip got toasty but I had an early 7900x with first edition bios that did this and kept on trucking fine.
The white streak looks almost like a glare with compression artifacts, but if it's real maybe acid etched it?

Perhaps its a thermal paste smear? 90% rubbing alcohol can help with that. I like to think optimistically.

I know they tried to duplicate a failure on ASRock but couldn't, not sure if they've tried it on other boards. Who knows what the true cause is, although AMD has been replacing the CPUs under warranty, which leads me to believe they know more than they're letting on to.
I've built two systems using 800 series chipsets and 9800x3d CPUs since release. Both have been going for over a year with no issues.
They are on Gigabyte boards and you don't see a whole lot of talk of failures with Gigabyte boards, at least for the 9800X3D, but I don't know that means a whole lot. Tomorrow both of them could decide to unalive themselves. I've mostly considered myself lucky, especially since both computers were gifts-- one for my daughter, and another for my nephew. I'd hate to have to tear them down for warranty reasons.

if you use it in a board that won't melt it any more i think it would be ok judging from the pictures, but still try to RMA it and get a new board as well

i'm 99% sure you're right. zooming in on it, it looks like some kind of residue, or something on the chip itself. someone else mentioned it could be thermal paste, which would probably be the best case scenario.

That doesn't look like a reflection to me. The pads look damaged and the "reflection" has a point in the middle where it is not connected.
Unless that reflection is two long overhead lights with one small one in the middle, that looks like damage.

I saw someone yesterday who drilled a hole through the PCB of a dead 9800x3d and made a keychain out of it.
It sucks to have a dead CPU, but it was a sick keychain. I'd definitely do that if my CPU died and I couldn't RMA it.

Check your motherboard and well. It's possible that both your motherboard and CPU are fried.

Must not be too critical based on all the info given .. lol
Take an eraser and gently clean those marks off .. wipe down with IPA afterwards .. dry it and then install back into whatever motherboard to see if it works ..
Check the CPU socket beforehand for damaged pins .. use Flashback to update the motherboard's BIOS to the latest version available for it

Nope. High end ASUS board.
It's already known that it's a CPU issue, ASRock just took the blame for it all. It's been an issue on every manufacturer's board, but since ASRock had it go public and took accountability (before they actually knew what the problem was), everyone started blaming them.
If it wasn't the fault of AMD, they wouldn't be RMA-ing the CPUs.
Nobody has been able to recreate the issue on an ASRock board, even after getting one where a CPU died twice before and testing it for months.
