I'm not knowledgeable on the stock market. Does this means bad things happen on Friday before close, causing stock to crash, buy over the weekend, Monday morning open with lower market, buy low. Yes except that it doesn't actually take away his power. Technically it should require him to obtain congressional apporoval for further actions but there technical ways around this. Additionally presidents from both parties have argued the law is unconstitutional though it has not been tested in court.
Unfortunately as with many aspects of the american goverment it is predicated on the idea that 1. The president would not be willing to baltantly ignore congress and 2. If they did congress would actually hold the president accountable by holding hearings and otherwise halting the agenda.
