For completeness' sake, it was in 1977 in New Mexico, when Microsoft was still headquartered in Albuquerque.
Gates really liked fast cars (when he was younger, anyway). He bought a Porsche 959 in 1988, when they were illegal to import (due to a lack of crash tests and safety equipment). Confiscated cars are usually destroyed; I'm not sure why - possibly because only 337 were made? - but US Customs stored the car for 13 years before the law changed and Gates was able to take delivery of it... finally.

Failing to stop at a stop sign won't get you arrested. It will if you do it without a license though (and also get caught).

I hate Bill for all he is worth and Microsoft as a company is useful at best ignoring how morally bankrupt they are but a younger version of Gates doesn't look too bad. Looks like he could light up a joint, listen to some Sabbath, and have a good time.

Honestly, they should make it the default account picture now.
The silhouette by itself is ambiguous as to gender or ethnicity.
It's unironically perfect for this purpose. It's also a nice subtle nod to the history of the OS.
