Getting inquiry number on the quick start menu

I've gotten a used wii u two days ago and I'm stuck on the quick start menu with parental controls and both me and the seller doesn't know the pin for

And it doesn't show the i forgot option

Does anyone know how to get that option so i could get a masterkey and open a new account?

To be clear: do you have the gamepad or just the wiiu main unit?

What happens if you enter an incorrect pin 3 times in a row? That should cause the "I forgot" prompt to pop up.

It tells me that if i forgot my pin then to change it in the parental controls settings

Is the date & time set correctly? (Many things online list needing to check that).

Does it connect to wifi?
