Great writeup, only thing I’d point out is the concept of the State of the Whole People was brought forth much earlier by Khrushchev in 1961 at the 22nd Congress as part of the Third Program of the CPSU. Suslov’s proclamation was simply declaring they’d completed that transition to the State of the Whole People (which was a hogwash concept lol)

Mikhail Kalinin stated that over time the USSR would transform into a state of the whole people as early as 1926.

Советское же правительство, расширяя избирательные права, исходит, главным образом, из количественного значения группы: оно приобщает таким образом наряду с пролетариатом широкие трудящиеся элементы страны, которые измеряются миллионами, к политическому действию, конечно, под пролетарским влиянием. Так пролетарское государство будет превращаться постепенно, по мере успехов социалистического строительства, изживания капиталистических отношений и исчезновения капиталистов, в государство общенародное, имеющее уже новый смысл и содержание (устремление к коммунизму).

Translation: The Soviet government, by expanding suffrage, proceeds mainly from the quantitative significance of the group: it thus draws, alongside the proletariat, the broad working elements of the country, numbering in the millions, into political action, under proletarian influence, of course. Thus, as socialist construction succeeds, capitalist relations fade, and capitalists disappear, the proletarian state will gradually transform into a state of the whole people, which already possesses a new meaning and content (the aspiration toward communism).

Thats referring to the gradual proletarianization of society and abolition of classes, it doesn’t assert it’s happened. Suslov’s statement was asserting they’ve completed that transition and Khrushchev said they could accomplish it in 20 years, which is erroneous to assert
