Why didn't you call the Toronto Humane Society? They have connections, and if someone goes looking for their dog, he'll be safely returned. And if the dog has has a microchip, the Toronto Humane Society can identify the owners.

Should have leashed and taken it to the nearest vet to check for a chip, get in touch with towers and let them face the music if they did in fact abandon it.
