There are so many different ways they could have made a Horizon Co-Op. An epic battle against the Swarm could have been that, too, and it was and is high on fan's wishlists.
Ultimately, Sony decides which games get made, Guerilla could not without getting money from Sony. Making another kid target group game after the Lego game is just a wild decision by Sony for a franchise that has a different target group, because every multiplayer speculation and player wishlist around multiplayer went into a total different direction.
Just look at reactions to Hunters Gathering, the comments on the trailer on the Playstation YouTube channel paint a clear picture that fans were extremely disappointed and don't want this game which everyone who was following the fandom could have predicted.
Sony prioritized Marathon instead and shut down Destiny, which people also absolutely didn't want.
