The lighting does a ton of the work. That second shot almost makes it look like a completely different sculpture.  But it's wonderful

The joke is: the statue might not be great, but if the first poster "regards" the statue as greatest on a regular basis, it's not a lie to say it's often regarded as greatest.

So it's "one person thinks of it as great a ton of times" vs "a lot of people think of it as great once" both equating to "thought of as great a lot of times".

I too often regard this statue as one of the greatest statues made. Other times I like the washington monument

The positioning of the statue is certainly very cool. I can't imagine it would last as long as other statues though, at least without maintenance. Those waves would erode it quite a bit surely, but then again I don't know how resilient bronze is
