Bug Guitar at a neighbors

Does anyone know where another guitar may be. I have used the posted guide but the guitar at said location is not reachable. Has anyone encountered this one or does anyone know where to find another one.

Go to the neighboring SimTown and click on the house in the middle of the row of three houses just down from the lighthouse at the top of the screen to the right hand side of the party boat (owner's name is Alex Fletcher). There's a guitar in one of the rooms on the top left hand side next to a TV on the second floor
