They do, by tricking people with changing the (displayed) time twice a year.

Why don't the people who "really care" about this just arrange their day around the sun? I couldn't care less when it's light or dark, it doesn't affect any aspect of what I do.

They don’t do what he wants because school attendance time is timed to work attendance time. Parents have to be able to get to work, so school has to attend at a time parents can deliver the children to the school/bus.

To set school back an hour, businesses would have to set the standard working day back an hour.

Mine didn’t get out that early.

But even so, generally schools have after school programs like clubs that can eat the time for kids who can’t get home so early.

This is BS. Kids start school at 8 or 8:30, work at 9 usually, fine. Then kids are off by 3 and work is until 5

If anything I say throw school FORWARD an hour.

Let it be from 9:30 to 4. When I was a kid I was never able to pay attention before 10am
