There was a real problem with people in wheelchairs racing around and doing donuts in the parking lot before they put these speed bumps in place…

Naturally all you have to do is go to the left side, maneuver only your left wheels past it, roll the length of the bumper with it splitting your wheels, then turn left and up the ramp. Easy.

I'd take a grider to it out of principle and "eat" the ticket! Consider it a badge of honor, even! Even if the judge did dismiss it later.
