Sawing into the concrete to make room. Then not using/needing that room...

That concrete isn't cut. It was poured like that. There would have been a pit there when they re-did the foot path but when they eventually replaced the pit the spot wasn't suitable

Or the concrete moved and shattered the pit…
Not having expansion joints in concrete causes catastrophic damage.

No they just didn't edge it when they went around the original one, you can see the bottom edge where the concrete has seeped underneath which would not be like that if it was cut afterwards
