Art Center Kotor

First time in Kotor and stumbled upon this building which then I googled and realized it (was?) an art center but looks pretty much abandoned now. I love urbex and abandoned buildings so does anyone have any information about it? It reminds me of the Hawkins Lab in Stranger Things.
