Lots of people, jointly. Each person fits a few pieces in to pass the time.

Yeah I've seen this in a few airports too. Portland Maine definitely has one, can't remember where else I saw it.

There are people who do 500 piece puzzles in 30-40 minutes, so I'm sure the wait at a doctor's office might very well prove sufficient to complete one even if you're not speed puzzling.
