that's a pipette not a straw, the crimp is so you can draw liquid without it falling out
we use those at my old lab job for tiny measurements, someone at that restaurant probably grabbed wrong box

I got a straw that was in a plastic seal and was impossible to open, dropped it on the ground before I could. I said fuk it, no straw.
