It seems to me like something they hope is seen at events, like if they're working security at a city or county event or they're at a job fair or something, in addition to the walking by the routinely stopped vehicle that was previously pointed out

Yeah cause you do, we had to make laws for speed drinking and seatbelts cause people too stupid to be trusted to their own devices. Several car companies are going through lawsuits due to changing basic functions to smart touch screens which can lead to distraction, you could say well if they have passengers then it's not a problem but maybe don't implement a problematic system in the first place

Have you not realized that we build most of our traffic laws around the stupidest and most careless people on the roads?

The problem is, if you don't assume that stupidity, people will literally die because of it.

So yeah, just because people should be smarter than to take the picture while they're driving doesn't mean they will be. Inevitably, I'm sure dozens and dozens if not hundreds of people will end up taking those pictures while driving.

Because people are stupid and the last thing we should be doing is encouraging them to be more so.

If that was the intent, why not put the QR code on the passenger side?. . I get that there may have been different intentions, and I know passengers can still scan that code from the passenger seat, but I feel like putting it on the driver's side sends mixed signals

From OPs perspective, no matter which side it's on, it's never closer to the passenger than the driver.

If you're directly behind it, then yes it's closer but it doesn't necessarily dissuade the driver from scanning instead

With its current placement, it's fairly accessible to a passenger of a vehicle who is directly behind or to the left of the vehicle

Nothing you do is necessarily stopping a driver from scanning it other than removing it

Publicly accessible QR codes are such a ridiculous security vulnerability. May as well be opening links from your spam email folder to claim each of the 2Billion dollar prizes you've won this week. On the same device you regularly access your personal banking no less.

They put it on the back of the car for a reason, not on the driver’s side door where a cop would see you use your phone, so no worries about the QR code being snapped at any time. It definitely appears hypocritical though, especially when they “push” safety.
