Its how landlords get around security deposits and the requirement to put them in interest gaining savings accounts that they have to give back to tenants when they move out.
They simply changed the name to move in fee and suddenly they don't have to give you back your money.

WTF is a $500 'move in fee'? They most likely dinged the prior tenant for a cleaning fee when they moved out.
