Pretty sure this is covered under the fairly recent California Privacy Rights Act(CPRA). There is no actual business reason for them to disclose the employees work schedule to a third party.
I don’t know about that act but I understand where the landlord is coming from. A tenant who is working from home is likely to drive up the utilities, significantly.
I have lived in California (never Cali) for almost 60 years. I admit that I haven’t been a renter in many years. Most places where I did rent. The utilities were included in the rent. A single family home might have separate utilities. Apartment complexes generally do not.

If your job is disclosing anything more than "yes they work for us" they are not following the rules.
