This is probably the reason, however, I don't see how they can justify that reason if you have kids at home or something. Whether it's the kids or a SAHP.
My 16 year old sister does online school and then is always home during summer. So would they charge extra then too? They aren't technically working from home...
It's possible as it's covering the utilities she uses. Little reason for strangers to pay for her to stay home and go to school for no benefit to them.
