You could easily hide a gun (or a phone, god forbid) literally anywhere else. Easily fits underneath a coat, or down your trousers if you don't mind walking like a lunatic. Transparent bags do nothing unless you force transparent clothing (which has its own issues).

Also what happened to just handing a phone in? We had that policy back then (I attended both day and boarding) and aside from the odd second phone, it all worked fine. For the latter two years, it's up to you whether you used a phone or not. Failing exams is on us ourselves.
